Born from a simple but powerful conviction
Every person, regardless of where they come from, deserves a life of dignity, opportunity, and hope.
Founded in New Delhi, CVF began as a grassroots response to the quiet crises unfolding in the margins of one of the world's most dynamic cities. Migrant families settling in temporary colonies. Girls pulled out of school before they could dream. Women navigating a world that offered them few choices. Children growing up without access to the most basic healthcare. These were not distant statistics. They were neighbors.
The Foundation chose not to look away.
What started as small community interventions — awareness sessions, health camps, conversations in courtyards grew steadily into a full-fledged movement. Over more than a decade, CVF has worked at the intersection of education, women's empowerment, and health, touching thousands of lives across Delhi and beyond.
In 2018, the Foundation opened Samridhi, a resource center for migrant children in J.J. Colony, Bakkarwala a beacon of learning for children who had none. The Mahila Panchayat scheme was implemented for women in West Delhi. Weekly eye check-up camps were established in collaboration with AIIMS Delhi.
Today, CVF is a registered non-profit with 12A, 80G, FCRA, and CSR-1 certifications, trusted by donors, partners, and the communities it serves. The soul of the organization, however, remains the same as it was at the beginning: a village that cares.

Our Philosophy
Our approach to community and social development places the enhancement of people's capabilities at its core. We believe development goes beyond economic growth and focuses on expanding the freedoms and opportunities that enable individuals to lead lives they value. Our Mission
The mission of Care Village Foundation is to alleviate poverty and promote self-reliance by improving the quality of life of deprived and marginalized communities through meaningful socio-economic development at every stage of life.
We work to educate, organize, advocate, and empower rural communities so that development becomes a liberating force rooted in gender equity, social justice, self-empowerment, and the realization of rights and entitlements. Through our efforts, we aim to strengthen civil society by creating opportunities and securing the rights of underprivileged sections of society.
The people behind CVF
Vishal Singh
CEO & Managing TrusteeWith over 20 years of experience in social service, Vishal Singh has worked across NGOs and government bodies in Delhi, Uttar Pradesh, and Haryana. He brings expertise in community engagement, legal advisory services, and vocational training. A dedicated yoga enthusiast, he has led numerous awareness programmes and holds strategic roles across welfare organizations including MWCD, NYKS, Childline India Foundation, and DLSA.
Rupa Singh
National Program ManagerAn experienced social worker focused on women's empowerment, women's rights, and the rights of the girl child. She provides guidance across CVF's projects and has strong expertise in community mobilisation, health and sanitation, women's rights, and vocational skill development. Currently engaged in the Mahila Panchayat project and other training initiatives.
Harshita Bajaj
Executive DirectorGold Medallist in Criminology, currently pursuing a PhD in Behavioural Science at NFSU as a Senior Research Fellow. With 500+ hours of coaching experience, she leads CVF's initiatives on gender equity, safeguarding, and POSH awareness. She serves as an Internal Committee member and brings trauma-informed perspectives to organisational policy and grievance redressal.
